As UPM I had more red tape to deal with in Sacramento - California's Capital City! And, that doesn't include the other forms to file if you want to use squibs or prop guns. It's literally easier to go to Serbia to film where they are there to help you make the pre-production process easier and more accommodating rather than say 'Yes you can film in California, BUT you can use this, that or do this and that....." there are a lot of bugs to work out.
